Trump administration proposes excluding noncitizen immigrants from 2030 census

The Trump administration proposed on Wednesday that millions of immigrants be left out of the 2030 census. The plan would remove people who do not have a green card from the population count used to decide how many seats each state gets in Congress. The administration also wants to remove questions about race and ethnicity, which have appeared in every census since 1790. These counts affect how billions of dollars in federal money are shared between states. A court blocked a similar plan in 2020, ruling it was unconstitutional. The US Constitution requires the census to count all persons living in each state, not only citizens.
